Management Solutions
Solutions Menu NCMA Education Partner, Recipient of 2011 APEX Award for Publication Excellence ASI provides integrated strategy, transformation, management and business improvement services to help our clients achieve sustainable success. We seek to raise the bar in strategic public-sector consulting, bringing our unique perspectives to the marketplace and viewing consulting as a client-focused profession, not a business.

Our management solutions include:

Program & Portfolio Management
In complex program environments, our program integration capabilities ensure that diverse project elements and dependencies are properly identified and synchronized - enabling on-time, on-budget, and on-target delivery. Our program management and integration approach and capabilities are centered on aligning portfolio, program, and project-level activities to the strategic intent of our client organizations, allocating the required financial and human resources, and executing project controls by implementing a Program Management Office (PMO) structure by leveraging the Project Management Institute's Guide to the Project Management Body of Knowledge (PMBOK).

Going beyond PMBOK, ASI is a pioneer in the application of the PRINCE2(TM) methodology to better manage federal IT projects. Widely used around the world, PRINCE2(TM) prescribes not just guidance, but specific approaches to project management that can notably reduce schedule delays and improve performance. IT Governance
Public sector organizations rely heavily on information technology (IT) to execute their strategies and fulfill their missions. Whether providing services to citizens over the Internet, supporting complex global communications and collaboration requirements, or responding to new standards for increased efficiency and effectiveness, CIOs and IT organizations must be up to the task without breaking the bank.

Despite significant spending on a wide array of technology initiatives, IT organizations often fail to deliver sustainable benefits and impact to their organizations. In order to address these challenges, we collaborate with CIOs and programs to develop and implement strategy, governance, and management solutions that align IT to the mission, strategically rationalize and prioritize IT investments, transform IT to support evolving mission requirements, implement advanced technologies, and deliver high-quality IT projects and advanced capabilities, on-time and on-budget.

At a time when IT programs are growing in complexity and user demands are increasing, an Integrated IT Governance approach is essential. Learn more about ASI's IT Governance methodologies here.

Organizational Development
In order to realize success, your organization relies on a lot of "rights" - the right people in the right roles doing the right things. That's why we provide advisory, facilitation, and consulting services to projects, programs, and organizations in federal agencies with the goal of improving performance. We cover the cycle of change, including assessment, structure, and implementation. We also support clients in understanding current performance; gaining alignment on priorities, applicable shifts, and the path forward; and maintaining disciplined action and energy to produce desired results.

The building blocks of our successful approach include scalable assessments, surveys, action reviews, and hot washes; strategy maps, performance metrics, management dashboards, and governance models; initiative and improvement team charters, communication plans, and products; and individual and group coaching. We view each client situation from a system perspective, noticing the interplay between leadership, strategy, process, configuration, technology, people, and performance to develop solutions with the highest likelihood of success.

The barriers between agency Program and Procurement offices present one of the biggest organizational challenges that impede mission performance. ASI specializes in Bridging the Gap between the two. Performance Management
Performance management encompasses the areas of project, program, and portfolio management to achieve your agency's objectives. It also includes the establishment of organizational business practices to provide proper oversight and organizational feedback to allow transparency on performance achievements.

Our team can help your organization achieve strategic outcomes and portfolios. Further, we can manage those portfolios through the establishment of portfolio goals and objectives, information, status updates, and portfolio dashboards.

At the program/project level, we understand the program/project life cycle, from determination of desired outcomes and requirements development to program close-out or next evolution. We employ integrated master scheduling, work break-down structures, and earned value management approaches to achieve your objectives. In so doing, we develop documentation that supports portfolio/program/project activities and functions.

In short, we help your agency get where it needs to be, and we make the trip a whole lot easier.

Strategic Change & Assessments
Public-sector organizations are under tremendous pressure to respond to the challenges of the 21st century. Whether responding to globalization, the war on terror, or defense transformation; satisfying customer service demands; protecting the homeland; or dealing with fiscal constraints, organizations must understand their complex environments, create innovative, transformational strategies, and execute those strategies in a disciplined manner. In this new environment, we often find that long-cycle strategic planning, short-term budgeting, tactical decision making, and performance metrics are misaligned and disconnected, resulting in poorly understood and executed strategies.

We help clients resolve these top strategic issues through:
  • Strategic Planning
  • Enterprise Performance Management
  • Strategic Portfolio Management
